Original abstract

In May 2018, fifteen leading global container terminal operators and several port equipment manufacturers convened at Federation of European Private Port Companies and Terminals (FEPORT) headquarters in Brussels to address the pressing challenges facing the cargo handling sector. This gathering was driven by a shared recognition: the container terminal industry needed to proactively prepare for the Fourth Industrial Revolution and accelerate its digital transformation. The discussions revealed that evolving logistics chain dynamics required stronger technical collaboration between terminals and equipment manufacturers. By working together, these stakeholders could develop industry standards that would enable the adoption of Internet of Things technologies, Artificial Intelligence, and other cutting-edge innovations across the sector. From these deliberations emerged the Terminal Industry Committee 4.0 (TIC 4.0), formally established on June 13, 2018. FEPORT and Port Equipment Manufacturers’ Association (PEMA) immediately recognized the initiative's potential and began exploring how they could best facilitate their members' participation in this collaborative effort, marking the beginning of a partnership that continues to this day. TIC 4.0's foundational mission was clear: create a standardized framework of definitions for concepts and technical terminology specific to container handling operations. At the time, much of the sector's terminology lacked objectivity and consistency, hindering effective communication and performance assessment. By establishing common definitions, the committee aimed to enable meaningful comparisons of equipment specifications, develop objective performance metrics, and lay the groundwork for comprehensive industry standards that would drive operational efficiencies. Collaborative Framework for Knowledge Sharing and Industry Advancement between FOR-FREIGHT and PEMA TIC4.0 and PEMA have established a collaborative framework centered on the joint development and dissemination of industry documents and position statements. This partnership is built on a mutual commitment to knowledge sharing, with both organizations agreeing to co-author technical publications, white papers, and industry guidance materials that reflect their combined expertise. To maximize reach and impact across the container terminal and port equipment sectors, all jointly produced documents feature cross-references between the two organizations, ensuring that stakeholders from both communities have access to comprehensive, coordinated information. Looking forward, the collaboration will incorporate findings from the FOR-FREIGHT project, a Horizon Europe initiative focused on maximizing multimodal freight transport capacity utilization and reducing average freight transport costs through novel solutions integrated with legacy logistics systems. FOR-FREIGHT’s focus on end-to-end logistics visibility can support the definition of consistent, standardised metrics for machine and equipment performance, aligned with PEMA’s existing work on equipment standards. At the same time, PEMA provides a mature environment in which FOR-FREIGHT outputs can be validated, including the application of established standards to hinterland operations. The convergence of both initiatives can facilitate the integration of legacy systems, enhance operational transparency, and support the development of analytical solvers capable of forecasting equipment usage and informing future predictive maintenance concepts.
